■Prospectus on the Establishment of the Society

In Japan, the year 1995 saw an occurrence of unprecedented disasters like the Kobe earthquake and the Sarin gas attack on the Tokyo subway. Since then disasters have continuously occurred and the nursing profession has engaged in various activities in connection with these disasters, but because of these experiences we came to realize that systematic knowledge on disaster nursing was insufficient. In addition, we came to understand that even internationally the body of knowledge of disaster nursing required development, there were few experts in disaster nursing, and there was no research network to explore disaster nursing. In the field of research, there have been many case reports and personal accounts of disaster experiences and nursing activities, but there have been few research papers, particularly research on the long-term care issues of victims, so we felt strongly the necessity of research on long-term care during disasters.
There has been an accumulation of data on disaster nursing and there have been activities examining disaster nursing in various fields so far, but we believe that it is necessary to systematize the method of activities of disaster nursing for the nursing community as a whole and to establish a body of knowledge that can be shared. We believe that in the future there is a social mission to develop domestic and international interdisciplinary networks and to attempt to build up disaster nursing through the accumulation of research and information.
We have defined disaster nursing as a discipline that must use our own nursing knowledge and skills of disasters more flexibly and systematically, and that must cooperate with other disciplines to expand our activities in order to minimize as much as possible damage to life or health caused by disasters. Therefore, we believe that disaster nursing includes both initial and long-term disaster management activities.
The Japanese Society of Disaster Nursing believes that Japanese disaster nursing has the five following objectives in the 21st century:
① To establish a systematic knowledge base for disaster nursing
② To develop structures and methods for disaster nursing activities
③ To establish systematic educational programs for the science of disaster nursing
④ To develop international research networks for disaster nursing
⑤ To accept other challenges concerning disaster nursing
In order to tackle these challenges systematically, we believe that it is essential that our organization share collective knowledge and wisdom, and examine academic activities sincerely and critically.
These are the reasons for the establishment of the Japanese Society of Disaster Nursing.
